ECO-INNOVATIVE TRANSFORMATION OF THE URBAN INFRASTRUCTURE OF UKRAINE ON THE WAY TO POST-WAR RECOVERY

The study is aimed at summarizing the processes of eco-innovative (green) transformation of urban infrastructure and researching possible prospects for the development of Ukraine in this context. In the course of the research, the possibilities of "green" transformation of urban infrastructure were considered and it was noted that the use of the principles of eco-innovative transformation in the post-war period can only take place under the condition of proper planning, state support and the creation of favourable market conditions. The authors noted that the success of such a transformation requires the establishment of green goals in all aspects of the development of Ukrainian cities. Auto-frame considered the financial possibilities of the development of urban infrastructure and proposed the location of support offices for the eco-innovative transformation of urban infrastructure at the regional level. The principles of achieving eco-innovative transformation of urban infrastructure are revealed, namely maximum energy efficiency, energy transition, "zero waste", environmental sustainability of buildings, adaptation to climate change, popularization of a green lifestyle, resource conservation, citizen involvement and circular economy. It is proposed to create a platform that would unite architects, builders, urban planners, citizens, artists and other interested persons. This platform should contribute to the search for answers to the question of how to ensure a quick, ecological, attractive and safe "green" transformation of urban infrastructure. Ukraine should cooperate with the European Union within various green platforms and networks that help cities in green transformation. All the above-mentioned tools and solutions should contribute to the creation of green, sustainable and people-oriented cities in Ukraine. The authors have considered the possibilities of financing the restoration of Ukrainian cities after the destruction in terms of the necessary financial resources, donor countries, and reconstruction expenditures.

Sustainable Financing for Transport Infrastructure: An Integral Approach for the Russian Federation

The development of global transport infrastructure is a crucial aspect of economic growth and prosperity. In this study, the main trends in the development of global transport infrastructure are analyzed, with a focus on the state and trends in the functioning of the national transport infrastructure of the Russian Federation. By identifying key problems and determinants of financial growth, a preliminary decomposition is made to guide future development. Proceeding from the fact that the innovative development of Russia’s transport infrastructure should occur through state stimulation of the development of intellectual and partnership relationships and the formation of a digital environment for managing projects for its innovative transformation at the state level, this study identifies the goals, methods, and levels of ensuring the implementation of innovative transformations in transport infrastructure. Consideration of the historical aspects of the formation of the modern economy and comprehension of the mechanisms of state management and tools to ensure innovative transformations in the sphere of transport allowed us to identify three stages (dogmatic, strategic regulation, and innovative integration) of transformation regarding the theory of the state management for the innovative development of transport infrastructure in Russia. Taking into account the content of these periods of transformation allowed us to detail the specifics of the modern stage; highlight the shortcomings; and propose theoretical and methodological foundations for revising the provisions of the state regulation of innovative development in transport infrastructure. To determine the effectiveness of the processes of the state regulation of innovation activity in the transport industry, we propose a model for assessing the effectiveness of innovation activity in the transport complex, which is presented in the form of a three-level parametric system, where the first group of indicators allows us to assess the innovation activity of economic entities in the transport industry; the second allows us to assess innovation potential; and the third allows us to assess the effectiveness of innovation. The novelty of the proposed model is the consideration of the principles of dynamism, perspective, and expediency, and its application allows us to establish the level of innovative development in transport infrastructure. An important factor in ensuring the sustainable development of a country’s economy and forming its positive image in the world is its financial attractiveness. Therefore, the assessment of financial attractiveness is a priority task for the development of modern sustainable transport infrastructure in Russia.

A Formal Model for Reliable Data Acquisition and Control in Legacy Critical Infrastructures

The digital transformation of critical infrastructures, such as energy or water distribution systems, is essential for their smart management. Faster issue identification and smoother services enable better adaptation to consumers’ evolving demands. However, these large-scale infrastructures are often outdated. Their digital transformation is crucial to enable them to support societies. This process must be carefully planned, providing guidance that ensures that the data they rely on are dependable and that the system remains fully operational during the transition. This paper presents a formal model that supports reliable data acquisition in legacy critical infrastructures, facilitating their evolution towards a data-driven smart system. Our model provides the foundation for a flexible transformation process while generating dependable data for system management. We demonstrate the model’s applicability in a use case within the water distribution domain and discuss its benefits.

Tourism and hospitality industry: A case study of Polish female firms

The objective was to identify the firms’ short-run and long-run strategies that contributed to firms’ development, job creation and economic growth of local economies, and employees’ and customers’ satisfaction across all Butler’s stages of development. The results indicate that the firms have been successful supporting environmental sustainability, conservation of natural resources, and protection of cultural elements of local communities. During the Covid-19 shutdown, the female entrepreneurs assessed past strategies, invested in development and production of new and better-quality products and services, advanced employees’ and entrepreneurial skills, and transformation of digital and production infrastructure. The study identified the importance of government policies critical for entrepreneurship success, particularly during global crises. The paper illustrates several lessons focused specifically on fostering a supportive work environment that enables firms to endure through and successfully recover from market shocks or global crises. The study concludes that all female entrepreneurs were experienced, motivated, visionary, goal-oriented, and innovative regarding their entrepreneurial undertakings while focusing on understanding the needs and maximizing employee and customer satisfaction. The resiliency they developed enabled them to stay focused on their goals and maintain successful operations while facing insufficient financial and non-financial support, market challenges, and global crises.

THE STRUCTURE OF INFORMATION AND EDUCATION ENVIRONMENT OF A MEDICAL UNIVERSITY

The authors examine the process of transformation of the educational infrastructure of medical universities during the transition to a mixed form of studying while COVID – 19 quarantine. Analysis of scientific publications on the digital transformation of the higher education system has shown the effectiveness of a hybrid model for organizing a virtual learning environment, which combines the ground-based infrastructure of the university and can include private and public cloud services. Hybrid model allows providing appropriate technological conditions for quality organization of teachers' work in online mode of distance learning system. Cloud services allow organizing a virtual group educational environment - a virtual classroom and a personal environment for students. The authors analyzed the changes in the infrastructure of Zaporizhzhia State Medical University in the process of digital transformation of the educational process during the period of COVID-19 quarantine, which became the ground for the development of a structural model of the information and educational environment of the university. The work focuses on the fact that one of the features of the educational process in medical universities is the usage of special learning tools: software and hardware systems for examination of a patient's condition, technical means of telemedicine, classroom self-training sessions for Licensing Integrated Exams “KROK” 1,2,3 on the basis of licensed software, etc. The authors conducted a systematic analysis and identified the technological components of the unified information educational environment of medical HEIs, namely: corporate computer network; workplaces of participants in the development of online courses (designer, lecturer of videoconferencing, moderator of video lectures or webinars, designer of video processing; specialized modeling systems; simulation complexes; software and hardware complexes for processing biological signals; specialized classrooms: computer room of the library, lecture halls for remote video lectures with interactive communication, lecture halls for interactive lectures, media centers for webinars and telemedicine consultations; cloud services . The proposed structure of information and educational environment of a medical university was implemented in the educational process of Zaporizhzhia State Medical University which made possible the creation of a cloud-oriented educational environment. The usage of hybrid cloud model allowed to solve the issue of integration of virtual environments of departments, in particular, territorially remote ones, and the ground infrastructure of the university.

INDUSTRIAL TERRITORIES IN DNIPRO CITY: TRANSFORMATION STRATEGY INTO RECREATIONAL ASSETS

In the modern world, with increasing urbanization, efficient land use becomes critically important for the sustainable development of cities. The reorganization of outdated industrial territories emerges as a key direction in this process, requiring a combination of various approaches to preserve industrial function, reprofile enterprises, and adapt production to new conditions. This study is built upon a broad methodological foundation, encompassing both general scientific and specialized methods within the fields of architecture, urban planning, and urban studies. Specifically, methods such as literary, statistical, and cartographic analyses, synthesis, and generalization are employed for data collection and processing. Specialized methods, including experimental design, mental mapping, and phenomenological analysis, are also utilized to achieve the research objectives. A cluster approach was employed in developing the concept of spatial development for recreation on former industrial territories. Taking into account various factors such as economic opportunities, sociocultural factors, urban planning considerations, ecological and infrastructural requirements, as well as legal aspects, is crucial for the successful reorganization of industrial territories for recreational purposes. Achieving a balance among these factors enables the creation of resilient, functional, and culturally rich spaces that contribute to improving the quality of life for residents and the development of cities.  The research encompasses a strategy for planning the reorganization of industrial territories for recreational use, which involves the identification and analysis of territorial potential and condition, planning functional transformations, architectural transformation, sustainability and ecological considerations, public participation, infrastructure transformations, economic resilience, multimodality, and adaptability. The cluster approach involves the formation of flexible entities enriched with innovative, dynamic spaces encompassing various functional zones, while preserving industrial heritage and creating green, environmentally sustainable spaces that align with the needs of modern society. Community engagement and project flexibility are key elements in creating inclusive and sustainable ecological spaces that enhance the quality of life and attract new visitors. The article analyzes the urban planning situation in the city of Dnipro, identifying shortcomings in the formation of industrial zones. The study emphasizes the need to develop strategies to address issues related to the placement of production zones in the city, which lead to limitations in territorial development and the fragmentation of the urban fabric. Based on this, a concept of a recreational cluster for industrial tourism within the industrial hub "Fabrichny" is developed, envisioning the transformation of industrial territory into recreational facilities. An analysis of the site revealed valuable architectural objects that could become the main attractors of the recreational cluster. These objects served as the basis for the development of a conceptual project for the considered area. 

CONCEPTUAL PREREQUISITES AND PRINCIPLES FOR CHANGING THE DESIGNATED PURPOSE OF INDUSTRIAL LAND OF TERRITORIAL COMMUNITIES

Developing territories in accordance with the principles of sustainable land development is easier and more effective together with the people who directly use these lands, as well as executive authorities, who, with the involvement of the public, know, understand, and implement changes. For reasonable and prompt decision-making on land issues, the territorial communities must have up-to-date information support with data about all land parcels and property within the boundaries of territorial community. Industrial lands deserve special attention, because due to their rational use, it is possible to achieve an increase revenue to local budgets. Today, the state of industrial lands in Ukraine is negatively affected by the presence of a significant number of industries that require modernization, including infrastructural transformations with the provision of further balanced consideration of the ecological component of the territories' sustainability.  The purpose of the work is to substantiate the principles of determining and changing the target designation of industrial lands within the territorial communities to improve their functioning and ensure their competitiveness. The development of urban planning documentation is a mandatory prerequisite for changing the purpose of industrial land of the territorial community to another purpose and vice versa. Management of the development of territories today directly depends on the planning structure and functional zoning of settlements. The changes of legal acts should have been taken effect from July 2021, but inconsistencies were found in the legislation of Ukraine, which relate to the functional zones approved by the comprehensive spatial development plan of the territory of territorial communities, within which the change of purpose must take place. Due to the introduction of martial law in Ukraine, the pace of development of urban planning and land management documentation slowed down, and as a result, today there is no any approved comprehensive spatial development plan. That is, it has been 2 years since the changes came into effect, but the change of the land purpose is carried out according to the old procedure with the development of land management documentation. Taking into account the above-mentioned components, the authors identified three main prerequisites for changing the target purpose: 1. The needs of industrial enterprises in the context of modern economic challenges. Changes in technology and production practices may require adaptation of land use to ensure the efficient functioning and competitiveness of enterprises. 2. Integration of social aspects into the decision-making process. It is important to consider the impact of these changes on local communities and ensure citizen participation in the process of determining the future use of industrial land. 3. The need to settle environmental issues. The change of purpose must take into account the potential effects on the environment and natural resources. Based on the prerequisites described above, the authors developed the principles of industrial land transformation, which take into account the principles of sustainable development. By following the developed principles, stakeholders can guide the transformation of industrial land in a way that maximizes benefits, minimizes negative impacts and promotes sustainable development. 

Assessing the Role of Green Finance in Enhancing Rural Economic Resilience and Environmental Sustainability

Green finance plays a key role in enhancing the resilience of rural economies and environmental sustainability. Rural economies have traditionally relied on natural resources, which makes them particularly vulnerable to climate change and environmental degradation. By providing the necessary financial support, green finance can help rural areas invest in sustainable agricultural practices, upgrade aging infrastructure, implement resource conservation projects, and adopt clean energy and energy-efficient technologies. Green finance can facilitate shifts in agricultural practices, such as supporting organic farming, precision farming and conservation tillage. These practices help to increase land productivity, reduce the use of chemical fertilizers and pesticides, and conserve biodiversity, while increasing the resilience of agricultural systems to climate change. Green finance supports the sustainable transformation of rural infrastructure, such as the efficiency improvement of irrigation systems, the recycling of agricultural waste and the green transformation of rural energy, which helps to reduce environmental pollution and improve resource efficiency. The development of green finance also requires the support of relevant policies, including the establishment of a sound green financial system, the improvement of financial institutions’ awareness and assessment capacity of green projects, policy tools to incentivize green investment and credit, and the enhancement of rural communities’ awareness and acceptance of green finance.

Social and legal conditionality of customs duties evasion criminal liability

The subject of this article is the socio-legal conditionality of establishing liability for criminal evasion of customs and other payments. This article aims to answer the question of the validity of the elevation of the specified illegal act in the field of economic activity to the category of criminally punishable acts by analyzing relevant statistical data, recent legislative changes in the criminal law, studying the author's positions on the expediency of criminal law protection of calculation and collection of customs and other payments, and also taking into account technical transformations in the customs infrastructure. The author used dialectical, systemic, sociological, statistical, comparative legal methods to study the patterns of changes in the field of customs relations and subsequent legislative transformations in criminal legislation, the impact of these legislative decisions on statistical indicators of countering customs crime. As a result of the analysis of current statistical data related to the dynamics of the number of registered crimes, economic harm caused, recent legislative changes in the criminal law sphere, the study of author's positions on the expediency of criminal law protection of public relations related to the calculation and collection of customs and other payments, as well as taking into account information and technical transformations in the customs infrastructure the author concludes that it is advisable to establish a criminal law prohibition on evasion of customs payments, special, anti-dumping and (or) countervailing duties levied on organizations, as well as individuals. The relevance of this article is also due to the fact that over the past almost 10 years there have been no works devoted to the analysis of the socio-legal conditionality of establishing liability for evasion of customs and other payments paid in connection with the movement of goods across the customs border.

Analysing governance‐led infrastructural development nexus in sub‐Saharan Africa: Does the moderating role of institutional quality matter?

AbstractGovernments engage in infrastructural developments across the globe, and the level of success often colligates with institutional quality levels. However, despite the presence of governance, the lack of well‐developed infrastructure has bedevilled sub‐Saharan African (SSA) countries for decades. Therefore, this study investigates the governance‐led infrastructural development hypothesis for the SSA region from an institutional quality perspective towards addressing the infrastructural deficit challenges of the region. A combination of advanced panel econometric techniques was applied to data collected from the African Development Bank, World Bank World Development Indicator, and International Monetary Fund (IMF) to investigate the governance‐led infrastructural development hypothesis in SSA while controlling for financial development, economic growth, and industrialization in the region. The findings show that the interaction of institutional quality measures and governance indicators significantly and positively induces infrastructure in sub‐Saharan Africa (SSA). Additionally, while economic growth and financial development yield no expected significant influence on infrastructural developments, industrialization plays a crucial role, as its spillover effects are not confined to boosting economic growth alone but also to infrastructural transformations. Thus, the provision of policy frameworks by authorities to strengthen institutions and promote good governance is vital for articulating and facilitating infrastructural development plans for SSA.

A sustainable campus for an uncertain future. Two cases of infrastructural transformation at Norway’s largest university

Purpose This study aims to convey lessons learned from two sustainability initiatives at Norway’s largest university. This contributes to knowledge-based discussions of how future, sustainable higher education institutions (HEIs) infrastructures should be envisioned and planned if the fundamental uncertainty of the future development of learning, researching and teaching is acknowledged. Design/methodology/approach This study was submitted on 24 January 2023 and revised on 14 September 2023. HEIs, particularly when they are engaged in research activities, have a considerable environmental footprint. At the same time, HEIs are the main producers and disseminators of knowledge about environmental challenges and their employees have a high awareness of the urgent need to mitigate climate change and biodiversity loss. In this study, the gap between knowledge and environmental performance is addressed as a question of infrastructural change, which is explored in two case studies. Findings The first case study presents limitations of ambitious, top-down sustainability planning for HEI infrastructures: support from employees and political support are central for this strategy to succeed, but both could not be secured in the case presented leading to an abandonment of all sustainability ambitions. The second case study exposes important limitations of a circular approach: regulatory and legal barriers were found against a rapid and radical circular transformation, but also more fundamental factors such as the rationality of an institutional response to uncertainty by rapid cycles of discarding the old and investing in new equipment and facilities. Research limitations/implications Being based on qualitative methods, the case studies do not claim representativity for HEIs worldwide or even in Norway. Many of the factors described are contingent on their specific context. The goal, instead, is to contribute to learning by presenting an in-depth and context-sensitive report on obstacles encountered in two major sustainability initiatives. Originality/value Research reporting on sustainability initiatives too often focuses descriptively on the plans or reports the successes while downplaying problems and failures. This study deviates from this widespread practice by analysing reasons for failure informed by a theoretical frame (infrastructural change). Moreover, the juxtaposition of two cases within the same context shows the strengths and weaknesses of different approaches to infrastructural change particularly clearly.

During the Covid-pandemic, the industry has faced serious challenges due to the risks arising in the management of supply chains. All this has put the need for supply chains (Supply Chains, SCs) and localization of industrial production on the agenda. The geopolitical location and level of economic development of our country offer enough opportunities to organize a Europe-oriented local supply chain hub in Georgia, which opens up completely new perspectives for the country's economic development, as well as creates a good basis for the country's political security and stability. The effective implementation of the mentioned idea requires the transformation of the relevant infrastructure and business models of enterprises, which allows for the reasonable use of entrepreneurial and technological opportunities of the fourth industrial revolution, or as it is called "Industry 4.0".

Unveiling Sri Lanka’s agency: empowering infrastructural transformation in China-Sri Lanka relations

ABSTRACT Sri Lanka’s relations with China have been under wide discussion since Beijing’s rapid engagement with the island nation in early 2000s. Recent studies of this bilateral relationship often explore the evolution of ties with surrounding economic and trade relations and provide economic and strategic explanations. This paper views China-Sri Lanka bilateral relations through the thematic lens of infrastructure finance in four cases of infrastructure investment: ports, energy, transport, and water and sanitation. It explores Sri Lanka’s agency vis-à-vis China, and the extent and forms of this factor in planning, negotiating and implementing infrastructure, and suggests that the agency exerted is interrelated and dependent upon specific economic, political, bureaucratic and international contexts.

Charging autonomous electric vehicle fleet for mobility-on-demand services: Plug in or swap out?

This paper compares two prevalent charging strategies for electric vehicles, plug-in charging and battery swapping, to investigate which charging strategy is superior for electric autonomous mobility-on-demand (AMoD) systems. To this end, we use a queueing-theoretic model to characterize the vehicle waiting time at charging stations and battery swapping stations, respectively. The model is integrated into an economic analysis of the electric AMoD system operated by a transportation network company (TNC), where the incentives of passengers, the charging/operating shift of TNC vehicles, the operational decisions of the platform, and the planning decisions of the government are captured. Overall, a bi-level optimization framework is proposed for charging infrastructure planning of the electric AMoD system. Based on the proposed framework, we compare the socio-economic performance of plug-in charging and battery swapping, and investigate how this comparison depends on the evolving charging technologies (such as charging speed, battery capacity, and infrastructure cost). At the planning level, we find that when choosing plug-in charging, increased charging speed leads to a transformation of infrastructure from sparsely distributed large stations to densely distributed small stations, while enlarged battery capacity transforms the infrastructure from densely distributed small stations to sparsely distributed large stations. On the other hand, when choosing battery swapping, both increased charging speed and enlarged battery capacity will lead to a smaller number of battery swapping stations. At the operational level, we find that improved charging speed leads to increased TNC profit when choosing plug-in charging, whereas improved charging speed may lead to smaller TNC profit under battery swapping. The above insights are validated through realistic numerical studies.

ЦИФРОВАЯ ТРАНСФОРМАЦИЯ СОЦИАЛЬНОЙ ИНФРАСТРУКТУРЫ ГОРОДОВ-МИЛЛИОННИКОВ УРАЛЬСКОГО ФЕДЕРАЛЬНОГО ОКРУГА

The digital transformation of social infrastructure makes it possible to ensure the effective functioning of cities, improve the quality of life and meet the growing needs of the population. The use of digital technologies provides an opportunity to use resources more efficiently and reduce the negative impact on the environment, as well as creates new opportunities for entrepreneurs, promotes the development of technology startups and attracts investment to the region. All these factors make the study of the digital transformation of social infrastructure relevant and necessary to ensure the sustainable development of modern cities [6, pp. 96-114]. The article presents the results of the assessment of the digital transformation of the cities with millions of inhabitants of the Ural Federal District — Chelyabinsk and Yekaterinburg based on the developed institutional indicators.

Identification of suitable sites for rainwater and storm water harvesting through spatial analysis and smart sustainable urban water infrastructure in Lahore, Pakistan.

Sustainable and water-wise cities maintain an eco-friendly urban hydrological cycle (UHC). Regrettably, the UHC of Pakistani cities is not consistently eco-friendly. Pakistan is situated within the influential area of the world's largest monsoon weather system. Cities like Lahore face simultaneous vulnerabilities to urban flooding and water scarcity due to extreme climate change events. Therefore, Pakistan's urban areas necessitate Urban Water Infrastructural Transformation (UWIT), achievable only after identifying suitable Rainwater and Stormwater Harvesting Potential Sites (RSWHPS) in Lahore. Hence, we conducted spatial analysis to pinpoint these RSWHPS within Lahore city for 2020, utilizing the World View Water Index (WV-WI). The results indicate 85.54 km2 of available areas for rain and stormwater harvesting potential during monsoon rains in Lahore. The area with the highest potential in Lahore is Wagha town, featuring 19.96 km2 of stagnant water. Additionally, RSWHPS is classified into four categories based on potential: high, medium, low, and water bodies in Lahore. Urgent transformation is required for the identified storm and rainwater harvesting sites. Consequently, this study will serve as a snapshot for policymakers to systematically address water shortage and urban flooding, making Lahore's hydrological cycle eco-friendly and sustainable.

The nested hierarchy of urban vulnerability within land use policies fails to address climate injustices in Turkey

ABSTRACT Responsive land-use policy amid climate change in urban settings includes infrastructure transformation and necessitates recognizing community- and individual-level vulnerabilities as well as climate-driven injustices, which are isolated in the existing literature. This paper highlights how climate policies set in the nine cities of Turkey identify vulnerable groups and individuals, and develop land-use policy to address the identified vulnerabilities and climate justice concerns. Employing policy content analysis and expert interviews, we find critical relationships between the identified vulnerable groups, responsive land-use policy, and climate justice. While social-aid municipalism-related vulnerabilities dominate the districts’ climate policies, nature-based solutions (NBS), especially green infrastructure and urban agriculture, emerge as the dominant climate adaptation solutions. The way urban vulnerabilities are prioritized in the climate and sustainability plans put less emphasis on intersectionality and urban infrastructure-related vulnerabilities. With tokenism of justice taking place in policy documents, the plans do not incorporate vulnerable communities in land-use planning. Ultimately, the complexity of responsive land-use policies for cities must cultivate a greater awareness of how to support vulnerable communities practically.

Sustainability and Resilience of Indigenous Siberian Communities under the Impact of Transportation Infrastructure Transformation

Transport provision in remote territories is one of the most important factors in maintaining the sustainability of socio-economic and ecological systems. Indigenous peoples of Siberia have always been mobile using diverse traditional ways across the taiga. During the Soviet period, the transition to settled life, along with technological development and the emergence of new modes of transport, such as off-road cars, snowmobiles, and motor boats, significantly affected the level of population mobility, including remote areas where people are engaged in traditional nature management. With the collapse of the Soviet Union, there were significant changes and reductions in the subsidies of transportation systems for remote terrains that made them isolated. Transport connectivity has been realized through rare plane flights (once a month or less) or by cars on dirt roads (actually off-road) that take several days of travel. Siberian territories rich with natural resources, low population density, and weak infrastructure might be attractive for mining companies. Being difficult to access not only for the local population, but also for industrial companies, the territories imply the allocation of a significant share of road construction and transport costs in the cost items of miners and processors. The problems of sustainability and resilience of the indigenous peoples of Siberia require special attention when restructuring transport communications, but they have practically not been studied before. Methods of in-depth and group interviews with local residents were used. Based on comparative geographic and statistical analysis and generalization of data, network and problem approaches applied for various sources and field materials (including in-depth and group interviews), the factors of sustainability and resilience, which the indigenous communities of three remote Siberian territories pin their hopes on in the context of the transformation of transportation infrastructure, have been identified. If geographic remoteness remains an unchanged fact, the expansion of desired transport accessibility (mainly due to investments by industrial companies) is associated by locals with the possibility of additional income related to provision of services, the emergence of new types of employment of the population that have not been observed before, and the implementation of new transport modes to support traditional activities.

Digital transformation in education in general and at higher education institutions in particular has been taking place strongly in recent years, bringing positive results for innovation in teaching and learning as well as training and scientific research governance. This study presents theoretical frameword of digital transfer in higher education institutions, accordingly analyzes the experience of implementing digital transformation at some leading universities in Asia and Europe in terms of digital infrastructure transformation, training programs and digital platform operations, from which some lessons can be drawn for Vietnam.

MANAGEMENT PERSPECTIVE OF ISLAMIC EDUCATIONAL INSTITUTIONS IN FACING THE INDUSTRIAL REVOLUTION 4.0.

  Industry 4.0 is a real condition that we face. To meet this condition, Indonesia still needs IT infrastructure transformation. The problems that are happening at this time can no longer be solved in the same way as in the past. The Industrial Revolution 4.0 is not sufficient only to be faced with technological sophistication alone, but must also involve social dynamics in it. So preparing a competitive advantage is necessary to answer the development of today's world, when information flows very quickly without being predictable with certainty. The important question is whether the concept of national policy strategy has been formulated properly. Have educational institutions in the community, especially Islamic Education institutions, begun to be designed to adapt to meet the needs for expertise in the industrial era 4.0. Furthermore, how can educators, educational staff, managers of Islamic educational institutions design management with a new paradigm and to anticipate and fill industry 4.0, especially in terms of the values built, because it is certain that industry 4.0 will have a negative impact. This is where Islamic Education institutions play a role. This paper aims to answer some of these questions. The method used in writing this article is a qualitative descriptive method through a library research approach. The conclusions from this paper are (1) the governance management of Islamic educational institutions is still weak; (2) the influence of industry 4.0. Islamic educational institutions need to respond wisely; (3) the need for massive reforms in Islamic educational institutions; (4) a revolutionary, responsive and visionary way of thinking is needed from all parties to create Islamic educational institutions that can respond to the influence of the Industrial Revolution 4.0 and the current era of disruption; and (5) the importance of strengthening governance management in Islamic educational institutions. The solution to these problems is the need for massive reforms in the management of Islamic educational institutions so that they are able to respond to the challenges and demands of the changing times. In addition, this paper also seeks to provide a solutive offer for Islamic education in facing the Industrial Revolution 4.0 Era.
